Capping Announcement Is Sad Day For Democracy

Assembly Minister Sue Essex decision to press ahead with proposals to cap council and police spending has been branded "a sad day for democracy" by Welsh Liberal Democrat Assembly leader Mike German.

Ms Essex confirmed today that she would be going ahead with her cap threat, despite considerable opposition from local authorities and police authorities who believe the threat will damage services.

Michael German said: "This is a very sad day for democracy in Wales. Since the Assembly was created in 1999 we have taken great pains to respect the right of councils and police to serve their constituents. By pressing ahead with her capping threat, Sue Essex is stamping down on local democracy - and stifling the voices of those who are closest to the people they serve and represent.

"The sad truth is that Labour knows that its revaluation exercise will lead to higher bills for many households. Their decision to cap is driven by the fear that voters will be unimpressed with their higher bills when the General Election comes around. Fear and cowardice create the worst kind of political decisions.

"Sue Essex's decision will result in cuts in vital services. Chief Constables are quite plain that they will not be able to police their areas how they would wish and remain inside the cap. Labour Ministers are happy to talk tough on law and order, but they failing to give the police the support they need to fight crime."

In a written statement published today, Sue Essex confirmed that following a consultation with police and local authorities she will cap any authorities that spend above the limits she has imposed.
